A short note from the Chief Prosecutor
This office is the prosecutors office attached to the court of second instance covering the jurisdiction of the Taiwan Kaohsiung District Prosecutors Office, the Taiwan Ciaotou District Prosecutors Office, the Taiwan Pingtung District Prosecutors Office,and the Taiwan Penghu District Prosecutors Office. It is in charge of investigation (and prosecution) of offenses of civil disturbance and treason of the Criminal Code, and development of organization of the National Security Act.
It is also responsible of reviews on petitions of non-prosecution or deferred-prosecution decisions made by the district prosecutors in its jurisdiction, conducting public prosecution at the court of second instance (the appellate court), as well as supervision over prosecutorial and administrative affairs conducted by the district prosecutors offices in its jurisdiction.
Prosecutors shall fulfill their duties with objectivity and impartiality, abide by procedural justice, and treat the parties of criminal proceedings with fairness, selflessness and amiability. Prosecutors especially shall, with the spirit of prosecution as a whole and investigation as a group, actively discover crimes and do the justice. Prosecutors shall also address wrongful convictions, clear the names of the wrongly convicted, let the accused properly condemned, and uphold human dignity and the values of human rights.
To settle public grievances, the prosecutors shall be tough on, and expeditiously and efficiently suppress serious crimes, such as offenses of criminal organizations gathering on religious occasions and creating disturbances, collusion of criminal organizations with influential politicians or business persons coveting wealth and profits from hi-tech and green energy industries, foreign capitals intervening domestic elections, and infringing key and core techniques of hi-tech industries which pertain to national industrial development.
Meanwhile, in order to make the performance of the Citizen Judges Law, which will soon be implemented in 2023, meet the expectation of the people, prosecutors in this office shall keep up with the times, continuously improve their capabilities and techniques pertaining to criminal proceedings, and facilitate two-way communication and liaison with prosecutors in the district prosecutors offices.
